Up to six feet of water was in the basement of the building at 509 Main Street in downtown Dallas. The county's computer systems were reported to be under water.
It took several days for the county to pump out the basement. The water was mixed with oil and mud, and needed to be pumped into tanker trucks rather than the sewer system, delaying the recovery.
Officials said "no data was lost in the shutdown because of automatic nightly backups at an offsite location."
